The DMR module is now open for access and resultantly FY2024 1st Quarter input. Please review the initial population of records for both Road mileage and Bridge designations, as these numbers will have changed with corrections to the data in the 2023 RIFDS database and the amendment of the query of incoming bridge data from the BISS module. In past years, DMR was populated with tribally-owned structures from the BISS module. This has now been addressed. If there is any issues with data revisions/updates or the generation of any canned reports within the module, immediately contact BIADOT(ABQ) staff.
This website has several software modules that support the transportation planning, maintenance, and inspection related activities for both the Department of Transportation's (DOT) Tribal Transportation Program (TTP) and the Bureau of Indian Affairs' (BIA) Road Maintenance programs and Bridge Management Systems.
Tribal Transportation Program (TTP):
Road Inventory Field Data System (RIFDS) - a database of public transportation related facilities that a tribes defines as important to their local use and further defines the use of the funding made available through the TTP tribal share calculations. Current legislation refers to this inventory as the National Tribal Transportation Facility Inventory (NTTFI).
Control Schedule/Transportation Improvement Program System (CSTIPS) - a software module that allows the creation of a tribe's or consortium's Tribal Transportation Improvement Program (TTIP). Projects that are placed on the TTIP must be consistent with a tribal long-range transportation plan and/or a tribal priority list.
Bureau of Indian Affairs - Division of Transportation (BIADOT):
Bridge Management System (BMS) - a database for the periodic inspection and evaluation of public bridges/structures owned or maintained by the BIA in accordance with the National Bridge Inspection Standards (NBIS). The database also consists of tribally-owned bridges/structures in which the BIA is coordinating the inspection of, per the NBIS, and the submittal of resultant data to the National Bridge Inventory (NBI) on their behalf.
Deferred Maintenance Reporting (DMR) - software module that allows for Quarterly entering and recording of the Level of Service (LOS) assessments for roads and bridges. These LOS assessments combined with the listing of equipment needs is the basis for the “deferred maintenance” calculation for the BIA Road Maintenance program, and also is the foundation for the setting of targets for the IA-Performance Management System.
Program Class Management (PCM) - primarily a support module for the CSTIPS system. This module allows for the creation of the accounting line information for the Highway Trust Funds received from the Department of Transportation and also sets the parameters/requirements for the creation of the TTIP’s.
ITIMS Management (IM) - software that creates and stores account usernames, assigns module accesses and roles within each module, and identifies the location and/or six-code association with all users of the ITIMS environment.
